I live in Loisisna. We have a refiery that petered out about 20 yrs ago. It is currently being dismantled all the way down to ripping the concrete parking lot up. Write the EPA. They have a super fund that if need be can be used to remove your refinery, if it can't be rebuilt. It does take time though.
